This type of fraud sounds plausible that it is happening at most dealerships.
At the same time it seems as though these dealerships are opening themselves up to all sorts of lawsuits.

If someone bought a vehicle under this false premise and it was repoed, had to declare bankruptcy, etc, and could prove the dealership fudged records...there has got to be endless amounts of lawyers willing to start a lawsuit over this.

Then again if the person knew the dealership fudged records and bought the vehicle anyway then they are just as guilty.
