Replace PK with DK for normal penalty area fouls.
Only fouls that get PK are ones that obviously and directly deny goalscoring opportunity (basically DOGSO).
Another way of putting your offside suggestion is unless there is daylight between the attacker and 2nd to last defender, it's not off side.
