It depends on what you're a landlord of. If you're renting out your basement

you don't have to follow the FHA rules, so you can refuse to accommodate any type of service animal. Same goes if you own three or fewer units for rent, I believe. But if you fall under FHA there isn't much you can do but hope they tighten restrictions for service animal designations.
