Assuming that’s correct, isn’t it great that the state has an entity that allows
these people who you call “disenfranchised” to feel like they belong to part of a larger community so that perhaps they can feel some connection to society at large? Shouldn’t we want those disenfranchised to have the opportunity to interact with their social betters (using your analogy and logic). If I weren’t a heathen Ute fan I could probably come up with some applicable New Testament references.
