Yep. They did mention the shell corps to buy Titanium from the Russians.
A while back I worked on cutter design for both commercial and military vehicles using stack combinations of Aluminum, Titanium, CRFP, ceramic and the occasional KEVLAR lined interior.
Thoroughly enjoyed that job.
