There are 2 views of this play: 1 from behind the runner & 1 from in front...

of the runner. The first angle, from behind, shows the runner's foot clearly OUT of bounds and touching the ground in the "1:11" mark, ie, between 1:10 and 1:12. The second replay (shown from the goal line position) shows him plant his right foot IN bounds at one point but this first angle (from behind the runner) shows that same foot (his right foot) gets drug/slid OUT of bounds.

I think it is entirely possible his right foot goes out of bounds before the ball crosses the plane of the goal line.
