He's right. But, I still see the P schools use this as pretext to separate

The conferences and certain key voices, like Larry Scott, Jim Delany, Barry Alvarez, etc. will speak out against the new laws. But, they will ultimately direct their angst at the NCAA and use that as the opportunity to either replace the NCAA or create a separate 'Division 4.'
