Are those NCAA rules set by competitors, and do they cap what the athletes they are competing from
can receive? If yes, then you are looking at a cartel. That's what you are justifying here. A cartel where competitors collude to limit competition in what they offer athletes.

That's not freedom. I'd buy your "it's the market" idea if it was an actual market and not a cartel. It isn't, unless your idea of a free market includes a cartel.
