I haven't been a moderator very long, but already I have seen several appeals where the poster
explained where he was coming from with the offending post, and his penalty was overturned.
I've also seen some healthy debates among mods regarding what should be done and whether or not the original penalty was correct. And that includes moderators disagreeing with El Jefe and convincing him to change his mind on a penalty he had given out.
It does happen, and it's much more common than many seem to think.
