Many BYU departments are their own little fiefdom and they all are assistants to the regional manager that think
they're incharge of the most important part of BYU as if they're doing some important church calling. I've personally seen it in Housing office, ticket office, parking enforcement, MTC, Wilkinson center, various auxiliary offices. Even the cougar eat. Of course we all know about the HC office and cougar club too.
