this problem would be solved if catchers stopped publicly announcing every pitch

It would not be hard at all for MLB to implement an electronic system whereby the pitcher, catcher, and manager could come to agreement about which pitch to throw. Requiring catchers to visually communicate the pitch just begs for teams to peek and react to that public information.
