Okay, the factors are these: your personal politics; weather; cost of living;
hobbies.
Maybe there’s more, but those are the important ones for me.
Politics - I’m moderate - I prefer KC
Weather - SF in a landslide
Cost of Living - KC in a landslide
Hobbies - SF wins for me - I like the outdoors, I like the coast, I love live music, I like some winter sports, I like eating. But KC isn’t bad at all. It‘a just not as good.
Unfortunately, cost of living outweighs basically all other factors.
