At the community level and small business, absolutely makes a difference
who can and can't work. Utah hasn't gone all draconian but there are some states that have. Take Nevada for example, if Trump is encouraging business and the Nevada governor is keeping Vegas shut down then you will see major push back. The LV mayor is already fighting the governor to ease off restrictions one week in. You think LV business owners will do better or worse shut down?
