If they're going to the trouble to evaluate both 2019 and 2020 income, they
should give the stimulus check to those who experience a loss of income of at least $X, even if you make $250k or whatever.
A person who makes $50k both years isn't likely someone who was negatively impacted by the shutdown. But a person who makes $300k in 2019 and $200k in 2020 might have been severely impacted.
