Also the higher % of positive cases per test, the more likely it is that the case is running rampant and indicates that not enough people are being tested.
I understand it is a predicament to have the state locked down with hardly any cases a) because of the economy and b) because of potential resurgence when the quarantine ends, but having the hospitals ready and time for preparation could pay dividends if the virus surges up. Also bidding your time and observing other countries and states, is a luxury not everyone has.
