My question wasn't whether or not she should act.

My question is more one of - what exactly did she do?

She essentially said she's so worried that if the governor doesn't act soon, she's going to have to do it herself. And then she was worried that the governor didn't take things far enough. And then she essentially issued a non-order.

"Everyone! I'm making a proclamation ordering that everyone do what you're already doing. Shelter in place, but don't really stay in your place! Feel free to hit the trails and parks if you like. Just don't go to the playgrounds - which have already been shut down for a week anyway."

That's my comment. She really didn't order anything new.
