Page 4 of the governor’s directive under the travel restriction and use of state parks clearly the governor encouraged people to not use or encourage people to use any park or rec area outside of the county in which they live. The governor’s order states she is enforcing it, and making violations a crime.
If a SLC resident travels to a state park or rec area outside their county, it’s now a crime per her order.

in the directive it talks about "time spent outside". don't congregate and keep 6 feet. not sure what you are reading
