this is wording that is being used all across the country by mayors and governors. i don't think it's
feasible for her to say "we put a force of law on this one and this one, not that one, not that one but this one etc."
some things in the decree are more serious than others. and this is new territory for everyone. i'm sure the lawyers that helped her write that decree were in unchartered waters as well

in the directive it talks about "time spent outside". don't congregate and keep 6 feet. not sure what you are reading
