They do and they are, though they are responsible for far less cumulative emisisons to date, so I think countries that have already reaped the benefits of modernization through massive fossil fuel burning should take on more of the initial burden. Developing economies aren't going to develop clean energy technology on their own. That's up to the developed world, which I hope the U.S. will lead.
