So banks like Wells, US Bank and other have a bigger pool to drawn from.

Also Trump said yesterday he would make sure all business that needed access to the PPP money would have it, even if he needed to go back to Congress and ask for more.

Yes. The Banks underwrite and fund the loan. The Government guarantees it
