Both. The argument could be made that more deaths occur in places where no

precautions are being made because of hospital being over burdened. In the US for example the death rate is 1/4 of what it is in Italy. Because we were able to social distance quick enough and slow the spread. We still have enough ventilators, dr.s etc.
