Here are several reasons.
They are not enforcing it. Why spend tax payer money on trying to have people comply in a volunteer effort of inquiry. It's like asking the question, "Are you carrying a bomb in your suitcase?"

They send a text to drivers and ask for a response. Texting and driving has killed tons more people in Utah than COVID-19.

People can simply lie and there is no consequence.

It violates interstate commerce laws at the federal level.

They are spending tax dollars on a program that will only increase contact between people if they ever do enforce it. I have seen several people pulled over for traffic tickets and the cops have no gloves, face-masks, ect. and are violating the distancing rules.

Those are just the reasons off the top of my head.
