Kane County is already moving in that direction. The commissioners have
ordered that no non-residents can recreate at all in the county. They have effectively closed thousands upon thousands of acres of federal public lands to recreation, unless you live in Kane County. I'm skeptical that the county has that authority, but what happens if everyone reciprocates?
