Economic Shirking Problem
Everybody agrees that it would be awesome if we quickly got herd immunity for society at large. The problem is that nobody I know wants to be one of the 80% who get it; we all want to be in the 20% who don't get it.
So until we unfreeze consumer confidence in going out, everybody still has individual incentive to stay in.
