*EDIT* this was my understanding as of 6 am from a discussion with my bank, looks like that has been superseded by new SBA guidelines
If you have a good relationship with them, you should be able to have them slow play both of those steps for you.
I am not sure how SBA is going to define "soon" but a couple days to a couple weeks to produce and fund a loan seems within the normal range, I would think a couple week delay would fit the definition, but more than that might be pushing it, but I have already spoken to my bank about timing our funding to hit on a Monday to match my payroll week on the restart of our furloughed employees and they told me that they would try to accommodate that request as best they could.
