If you want to practice law in Utah, a Utah law school is your best bet
There just aren't a lot of legal jobs in Utah and the ones that pay relatively well are even fewer and farther between, so it ends up being pretty hard for students that are perceived as "outsiders" to break into the market. Even kids that grew up in Utah and then left to go to a T14 law school sometimes have a hard time coming home to Utah and finding legal jobs that pay well.

It's generally true that you should go to a law school in the market where you want to practice. The particular school in your target market that you end up selecting usually ends up being a balancing exercise where ranking, placement, and cost of attendance are the primary factors to consider. Utah and BYU both have advantages and disadvantages in those areas.

If someone wants to practice in Utah, it's just smart to apply to both schools. And if they get into Utah with in-state tuition and/or some kind of scholarship, Utah isn't a bad way to go.
