It wouldn't be achieved by expanding the size of the goal, however. There is nothing wrong with the size of the 24' x 8' goal. That's plenty big enough. And could you imagine the logistical and economic barrier to changing out all 24x8 goals at every level throughout the world?
I would solve it by reducing the size of the field and number of players. Reducing the length could be done in current stadiums. Soccer's structural issues as it relates to paucity of scoring relate to space and number of players. In my opinion - and to be near violently criticized by mik3 and maybe a few others - is that "continuous flow" Games like soccer should be played on smaller playing surfaces with fewer players. For both subjective aesthetic reasons and objective structural reasons related to the integrity of the Game.
Oh, btw, the goal in ice hockey is too small.
