^This. Combined with the slot at a place like strawberry, many more fish are likely killed than if there were just a
limit and you were required to keep all fish caught with bait. Or at least required to keep any fish that were hooked deep.
As is you have to release many fish that you know are going to die... and then you keep fishing and potentially killing more.
I have no problem with baitfishers releasing fish that are hooked only in the mouth, but there should be allowance (or even requirement) for keeping fish hooked in the throat or deeper. But would be a nightmare to enforce.
