You don't HAVE to for "closed loop" cruises, but especially now with all the

uncertainty, I wouldn't ever want to be in a situation where I'm unable to fly home if there's an emergency and either my cruise or myself gets stuck at a port.

There were a couple Covid horror stories this spring about that. We have a cruise scheduled for this winter (hopefully it goes), and we gritted our teeth and paid the $600 to get passports for all of our kids.
