I can't speak to all those places. I know in SF. . .
The homeless advocates were saying that something like 80% of the city's homeless were living in the Bay Area before they started living on the street, but when someone dug deeper, they found that the definition of "living in the Bay Area" included a single night in a motel. Anything with a bed. It turns out most had migrated in from elsewhere already having serious drug problems and the like.

One of the biggest sources of homeless in our country is kids aging out of foster care. Something like 40% of those kids end up homeless. The root cause is probably too much unwanted pregnancy by people with mental illness, addictions, and the like, so we should make sure any long term homeless solution includes free family planning for the most at risk population, as they tend to pass along their problems from one generation to the next. Beyond that, we obviously need to do a better job helping those kids in foster care get the help they need to keep them off the streets when they hit 18.

It would be great if all foster kids were like the ones in Shazam, but that's not our reality, unfortunately. There are fundamental reasons why those kids are in foster care in the first place, instead of with biological or adopted families.
