At the risk of piling on, he's "missing stop signs" on the regular?!
That's a non starter.
Think of it this way--if he had missed a stop sign on his license exam, he would have failed immediately.
If he's missing them with /you/ in the car, when he's probably at his most alert, what's going to happen when he's driving alone or worse, with his friends?
I think you need to put together some measurable goals to work toward before he can drive on his own.
