I'm not sure there's enough knee room to put in chairs everywhere.

When people rent those big orange chairs to clip onto the bleachers, the people behind them have no room for their legs and it's difficult to get past them as you move down the aisle to your seat.

I suspect that if they wanted to go to chairs, they would have to redo of the metal structure underlying the bleachers, and that ain't going to happen for a long time.
