your argument only holds water depending on what your goals are.
If your goal is to be considered a true NFL legend, then you MUST go to a terrible team and win. There are plenty of good QBs that go to good teams, do just as well as the last guy, and people forget about them as soon as they leave. But to take a team that was mediocre at best (think the Patriots before Tom Brady), and elevate it to a true powerhouse, that is the stuff of legends.
So do you just want to make money and be a guy? Then don't take the challenge of taking over a bad team. But if you want to be the stuff of legends, then take the challenge. It will take time, but that's the stuff Tom Brady, Joe Montana and Peyton Manning are made of. That is truly legendary.
To your point though, you could be Joe Burrow, and be nearly murdered each week and become a worse QB as the result of a bad team.
Risk vs reward I guess.
