It's a bad SOS to be sure. But other teams with similarly bad SOS have made NY6 games in years past.
BYU is comparable to Cincy this year in pretty much every measurable. Cincy's ranking is about where BYU should be ranked. They're not because they aren't G5 and the CFP committee has no intention of putting another non P5 team into a NY6 game.
