Nope, Delta tried that after a dog bit a fellow passenger and it was found to be
Illegal to ban a breed/let alone dogs in general.

Delta. The dog was eventually asked to be set next to the owner but at no point should any dog be off of a leash

The only exception should be legitimate, certified service animals. And those shouldn't be pitbulls.
