I think it impacts HS sports more than college sports
In high school you can overcome a lack of size or speed with technical abilities. So an undersized gym rat can pay for the training to make first string.
In college, if you don’t have baseline size and speed for your position, no amount of money paid towards specialized training is going to overcome that.
I should say this is specifically about football and basketball.
