Romney has thrown 120 passes, and Hall has thrown 46. That's almost nothing.
Their bigger advantage is that they've been in the program longer and know the guys they'll be playing with better, especially with Conover on the scout team last year. But that isn't insurmountable, either. In the video from day 2, Conover was throwing to Pau'u, so he's getting reps with starters. It will come down to who makes more plays in practice, just like it did last year.
