Actually, probably not
Lawrence is such a hyped talent that he's already impacted the Jags in positive ways. They were able to lure Urban Meyer out of retirement - and whatever else can be said about him, Urban is a culture-builder and a winner everywhere he goes. All of the teams drafting in the top 10 have question marks, but the Meyer hire makes Jacksonville a better spot than probably all but one or two of the teams on that list (maybe ATL or Miami). The others are all pretty darn dysfunctional in one way or another.

Jacksonville also has an absolute embarrassment of draft picks (2 first, 2 second, 1 third, two fourth...) and the most cap space of any NFL team this year. With a bloodbath expected in free agency this year (Kyle Van Noy and Kyle Rudolph cut already; other big names expected), Jacksonville is one of the few teams positioned to make moves and pick up players.

That's admittedly a lot of ifs, but that's about as good as it's ever going to get for a QB taken in the first few picks.

Edit: Also want to be clear that I think that Lawrence is a better talent than Wilson - in fact, a lot of people do. Lawrence has the better body of work, the better body (height, speed) and has accomplished more on bigger stages. If I had to bet on only one of Wilson or Lawrence turning around a similarly bad team, I wouldn't bet on Wilson. That's not to say that one's success entails the other's failure - but I think it's to Colin's advantage to create a false dichotomy here, if for no other reason than to point out the silliness of people pushing ZW over Lawrence.
