I'm not sure if they rise to the level to fineable but a report to the SEC has a decent chance of resulting in a letter and requirement to drop the testimonial you quoted and also their claim that they target a 10%-15% return since that borders on promising a specific return (within a range).
Since 2009 the S&P 500 (with dividends reinvested) had an annualized return of 15.75% so "Decisive Investor" is targeting a below market return and charging a boatload for it (yes, their fees are exorbitant).

Any forward looking statement with a return rate is likely to be scrutinized. I'm not saying that Decisive Investor is a Ponzi scheme, but claims like that one are hallmarks for Ponzi schemes. The owners at Decisive Investors might just be super ignorant of the laws and rules in their industry and not a Ponzi (who knows?).
I have reported website claims like these in the past and was surprised at how quickly the sec contacted them to get the claims removed.
