Actually the most important rules are be in a group, make noise, have bear spray
Statistics show that if you are a group of 3 or more, yellowstone bears rarely (if ever) attack. The park literally closes most hiking trails during this time because of bears coming out of hibernation and being overly aggressive.

It's a huge tragedy and know where he was, better precautions should have been taken.

But grizzly management is a real issue. They are expanding outside the park by quite a distance and more run ins are inevitable.
