Some bosses, no matter how bad they seem, will not change or get fired because they have friends in high places that protect them, or they are loved because they are rainmakers. Bad behavior is tolerated as long as this person makes the people above them look good, and if they are the type of person that can really drive business performance. The worst that might ever happen to them might be a ceremonial slap on the wrist by their superior or HR rep, but when that happens, there will be blowback against the team that got them in trouble. The only way that a person like this is ever forced to leave is if they basically violate employment laws or create toxic situations to the extent that lawsuits are brought against the company or regulatory actions are taken against the company. That's been my experience with a few of my past bosses.
