think cyclists would do well to avoid those roads for their own benefit - just because something is legal doesn't mean it is a wise thing to do.

Having said that, there is no excuse for a driver to drive unsafely around a cyclist and just because it is a more dangerous road for the cyclist doesn't remove the responsibility of a driver to follow the law.
