Eh, it's not just about home markets

Atlanta is a MUCH bigger city than Athens. Looking at the metro area, it's 30x larger. But Georgia has more fans than Georgia Tech. Oklahoma is located in Norman, with a population of 120k. But they routinely get 85k+ out to football games and it's not unusual for them to have another 5M watching on TV, which you might recognize as more than the entire state of Oklahoma.
