Grate of your fan outside and see if by pushing the blade with the stick, you can get it to start spinning. If you can, it is the capacitor.

You might be able to see ice on the copper lines coming from the condenser

If the ice has gotten all the way to the outside lines, I'd bet you have lots of ice inside your unit right now.
