Personally, she's born a female so she competes as a female.
If we want to switch from gendered leagues to testosterone based leagues then I suppose we can do that. But I haven't heard much conversation on actually making that switch.

XX or XY. IF a variant, then set some rules for that. But chromosomal sex is the simplest starting point.

It's why ADA doesn't cover blind pilots or surgeons. At some point you must be able to perform the task.
