Probably has more to do (as per the article) with the design of the stadium
Apparently there's no good way to distribute speakers throughout the stadium.
And I'm not a sound engineer, but it seems like they could mount the speakers along the East side across the top of the luxury boxes (up by the press and coaches booths), but maybe that's where the grumpy neighbors come in that they don't want the speakers pointed up the hill directly at their houses. Who knows.
