I don't understand why people think that 16 is some magic number that will make a conference more powerful. We have already seen the fallacy of this thinking when the WAC expanded to 16.

I'm sorry, Texas Tech and Oklahoma State are not going to bring in the money to make every team in the PAC-12 earn more money, particularly when you add in the extra travel costs. While you can argue BYU could (or at least add equal so they wouldn't earn less), if they could get over their religious bigotry issues, there just aren't 3 other teams that would "pay their own way."
