They'd further streamline things to try and balance the conferences, as much as possible, by relative strength of the teams and region. In fact, at that point relegation would make a lot of sense for College athletics; as some historically great teams have fallen off where they used to be (Army being a great example) and other teams (say, Boise State or BYU) clearly deserved a chance to play in the top divisions.
