The bylaws have catchall phrases like:

if "a Member otherwise takes or fails to take actions that are determined by a Supermajority of Disinterested Directors to be contrary to the best interests of the Conference taken as a whole" counting as withdrawal.

With Bowlsby's statement mentioning only eight Big 12 members, I think it's safe to say notice of withdrawal has been given.
