So its 50-50 at best. I wouldn’t use that as a reason to say its not flawed. What if those first few picks
were all given at least 1 year as backups, and 66%-75% became hits? To me that would be a dramatic improvement over what we have now and a much better ROI. All of those misses were expensive misses. Im not convinced the evaluations are wrong, Im more convinced the implementation is lacking. Just MHO.
